Bad DOB submission via API.

This is NOT a BUG
If the API were to REFUSE or ERROR on this submit, then the ticket would not make it over to the nurses. This has happened repetitively in the past when this was a "requirement" from A/S. The agents do not pay attention to this error and move on to the next call. Then this turns into a patient care issue and bad reputation on the nurses, as the patient is waiting for the call back, but there is no call in our system.
This change in the API was done in 2017 to accept all calls regardless of these types of human entry errors.
Solution was to accept even if DOB is badly entered. HOWEVER, every time this happens, someone does need to report it to the A/S, so they are aware their agents require additional training on the issue.
